For the majority of her career, Judith has worked on large infrastructure and engineering projects in developing countries with the aim of bringing sustainable improvements in living standards and reductions in poverty.

Her principal area of expertise is in the structuring, financing and economic development of infrastructure projects, and the improvement of project implementation, within both publicly and privately owned organisations as well as public private partnerships. Judith's thirty years' experience derives from a wide range of assignments across several infrastructure sectors both in the UK and internationally, focusing particularly on the energy and water sectors.

While at the World Bank, Judith was responsible for developing and implementing a strategy for re-engagement of the Bank in the construction of large water infrastructure such as dams and hydropower plants. The strategy included consideration of economic impacts, environmental sustainability; cumulative impacts; social "rights, risks and responsibilities"; sharing of benefits; safety management; communication and consultation; financing; and management of riparian rights.

Judith completed a PhD at the University of Cambridge considering the optimisation of the process of planning and developing large infrastructure projects, including the economic, social, environmental and institutional effects of delays in project development. Following this, she has been researching the concept of risk in pre-construction planning for large hydropower projects. Judith has extensive experience in the field of water infrastructure and contributes both academically and technically to subjects including the economics, finance and risk management of hydropower development.
